Mansoor Seeks Tatarstan’s Investment in Panjshir-to-Kabul Water Transfer Project

Abdul Latif Mansoor, Acting Minister of Water and Energy of Afghanistan, met with Oleg Vladimirovich Korobchenko, Deputy Prime Minister and Minister of Industry and Trade of the Republic of Tatarstan, to discuss strengthening bilateral relations and expanding cooperation, particularly in implementing water and energy development projects in Afghanistan.

Kabul 24: According to a statement from the Ministry of Water and Energy, Mansoor proposed Tatarstan’s investment in the Panjshir-to-Kabul water transfer project as a starting point for collaboration. This project is a priority to address water supply and agricultural needs in the capital.

Mansoor also called for technical meetings between experts from both sides to exchange information on this project and other energy initiatives. He emphasized that a memorandum of understanding would be signed following these discussions to formalize the partnership.

Korobchenko expressed Tatarstan’s readiness to cooperate with Afghanistan on water and energy projects. Highlighting Tatarstan’s technical and industrial capabilities, he described the collaboration as an opportunity to enhance economic and technical ties.

Additionally, he extended an official invitation to Mansoor to participate in the “Kazan International Energy Forum,” set for April 2026 in Tatarstan.

The forum will feature business programs, industrial exhibitions, and sessions for sharing expertise in the energy sector.This meeting underscores both parties’ commitment to fostering economic and infrastructural cooperation.

The Panjshir-to-Kabul water transfer project, if implemented, could significantly improve water supply in the capital and serve as a model for international partnerships in Afghanistan’s infrastructure reconstruction. Technical discussions are expected to begin soon, paving the way for the signing of a cooperation agreement.
