Kabul 24: Zelenskiy emphasized that the success of this plan hinges on President Biden’s response and whether the US will provide Ukraine with the resources outlined in the strategy. He stated, “If partners support it (the plan), it will make it easier for Ukraine to force Russia to end the war.”

Psychological Impact on Russia

Zelenskiy believes the plan will have both psychological and political influence on Russia’s decision to end the war. He said, “What is this plan for? It is a serious strengthening of Ukraine and, in my opinion, it will have both psychological and political… influence on Russia’s decision to end this war.”

Presenting the Plan to Allies

Zelenskiy stressed the importance of Ukraine presenting the plan to its allies before a second international summit on peace that he wants to hold later this year. He plans to discuss the strategy with Biden and his two potential successors after the US presidential election in November.

Critical Timing

Zelenskiy’s announcement comes at a crucial juncture in the war, with Russian troops continuing to advance in eastern Ukraine despite Kyiv’s recent incursion into Russia’s Kursk region.
