Amir Khan Muttaqi at Moscow Format: Disputes with Islamabad Solvable via Diplomacy; Foreign Pressure Will Not Alter Our Policies

Speaking at the Moscow Format consultative meeting, Mawlawi Amir Khan Muttaqi, Acting Minister of Foreign Affairs of the Islamic Emirate of Afghanistan, emphasized the peaceful resolution of challenges between Kabul and Islamabad while reaffirming Afghanistan’s absolute independence in shaping its domestic and foreign policies.

Kabul 24: He asserted that all existing bilateral issues—whether security, political, or economic—can only be addressed through constructive dialogue and diplomatic channels.

The Acting Foreign Minister stated that Afghanistan has no desire for regional differences to devolve into mutual recriminations or propaganda campaigns. He noted that Kabul’s primary goal is to achieve sustainable solutions to end ongoing stalemates rather than opening new avenues to prolong them.

However, Muttaqi expressed regret over Islamabad’s current approach, describing the ruling military establishment in Pakistan as a non-political entity that relies exclusively on military force and rhetoric rather than political understanding in its relations with Afghanistan.

Furthermore, the Foreign Minister highlighted Afghanistan’s independent trajectory in international affairs, declaring that the Islamic Emirate formulates its domestic and foreign policies with complete sovereignty and will never retreat from its core principles under external pressure. He underscored that while Afghanistan remains committed to regional engagement, defending its national sovereignty and territorial integrity against any foreign aggression remains its inherent and undeniable right.

The Moscow Format meeting brought together special envoys and senior diplomats from across the region. The Afghan Foreign Minister’s address reflected Kabul’s dual strategy of maintaining active diplomacy while asserting political independence and warning against militaristic approaches in regional affairs.
